Missing Middle Construction Stalled Since Great Recession

The missing middle construction sector comprises the development of medium-density housing, such as townhouses, duplexes, and other small multifamily buildings.

Since the Great Recession, the multifamily sector of the missing middle (apartments in 2- to 4-unit complexes) has performed poorly.

In the fourth quarter of 2023, just 4,000 2- to 4-unit dwelling units were under construction.

This is the same as it was last year.

Two to four-unit development accounted for slightly more than 4% of overall multifamily production in the fourth quarter.

In comparison, between 2000 and 2010, such home construction accounted for somewhat less than 11% of overall multifamily construction.

Construction of the missing middle has certainly slowed since the Great Recession, and it will continue to do so without zoning change focused on light-touch density.
